Finding that my emails through the county contact system are not being answered, it might be helpful to provide the content of my emails, to whom they were directed, the date sent, and any answers that may be forthcoming, or a notation that no response was received. It might be fun… I will add any further email inquiries to the list, and if a response is received, I will provide that. Can you advise when the Board of County Commissioners will revisit joining the three other counties, Fremont, Chaffee, and Custer, comprising the 11th Judicial District, in the suit against former DA Linda Stanley, who allegedly misused county taxpayer funds for her personal use? [See Controlling the Narrative]
Additionally, Chair Wissel claimed on March 11, 2025, that the March 4, 2025, quasi-judicial meeting of the Board of County Commissioners was not officially recorded. If that’s the case, would you like my copy so you can post it for the perusal of Park County taxpayers? Thank you
Current Status: Answered by Administration Dept. in part on March 18: “Lucas asked me to let you know we’ll add a prompt to the agenda for the next work session (April 1st) for the commissioners to comment and update on your question regarding Linda Stanley.
TO: Planning Commission DATE: 03/07/2026
Is the planning commission aware that they have the sole authority and responsibility per statute to make and adopt a Strategic Master Plan, that the new 2024 language Wissel is so enamored of gives the commissioners the authority only to approve your work product? Is the planning commission aware that county commissioners or the county manager have no statutory authority to collaborate, edit, shorten, divide, or otherwise influence the planning commission’s work product other than to approve it only after the planning commission completes its last step in the process? TO: Contract Planning and Zoning. Date: February 22, 2025
I was told yesterday that on or about February 19, 2025, Electra Johnson Design and Planning LLC was “fired” from the project to create a Strategic Master Plan for Park County prior to or consequent to a meeting of the Planning Commission on that date. Can you confirm if Electra Johnson Design and Planning LLC was, in fact, “fired” or removed from the Strategic Master Plan project, and if so, what process will be utilized to complete the Strategic Master Plan 2025? Thank you.
Current Status: Answered on March 4, 2025:
Hi, EJD+P was not actually “fired”. The County had obtained a grant that paid for their work and the grant has run out. The BOCC and PC decided not to spend more money on the rest of the process and the Consultant has sent a letter of contract fullfillment and termination, as well as all their working documents and data gathered for Park County.
The Planning Commission will be completing the writing of the SMP and Land Use Regulation revisions, which will then be approved by the Board of County Commissioners. The process will continue to be public, with a presentation to the public of the (almost) final draft by the PC, for public comment, and a public hearing to finalize the document that will then be presented to the BOCC. The dates for these meetings will probably be decided upon tomorrow at the PC Work Session, and will be posted on the County website as they come closer.

Just a quick question. Yesterday, your motion at the end of the quasi-judicial meeting was, “I move that we do not join the appeal.” When Wissel called the question, he added “on either side” to that motion. Neither you nor Gemmer corrected him. Can you advise why he wasn’t corrected? Can the public record be revised to reflect Wissel called the wrong question? Thank you.

Since the BOCC has selected Lucas Meyer as the next county manager, I would like to express my belief that he has been less than truthful in representing himself as serving in a leadership role in the military during the Iraqi Freedom conflict. He stated as much on January 7, even giving the impression he served in-country when, in fact, he served as an assistant x-ray technician at Fort Carson and a hazardous material point person at Fort Polk during Iraqi Freedom. As an Army Vietnam-era veteran, I know one of the most egregious insults to any soldier and Marine who did serve in a combat theater is to represent yourself as serving in combat when you didn’t. It speaks to the essential character of a person – their capacity to lie about fundamental aspects of their lives. I’ve emailed Mr. Meyer and asked him about this, but he has not responded. Can you verify if Mr. Meyer made that representation to you in the executive session and, if so, how you reconcile this with your trust in him to serve the county, the BOCC, and the citizens? If Mr. Meyer does not have a reasonable explanation for this misrepresentation, how can we trust him in the duties he is about to take on? Thank you [See https://youtu.be/OLabJJpLE4k%5D
